The Cook Political Report shifted 11 House race ratings toward Democrats, CNN reported on October 16. Nine of the affected races are in states Donald Trump won in 2024.
One change put Montana's 1st District in the toss-up category. CNN said Trump had carried that district by 12 percentage points.
Cook's House editor, Erin Covey, told CNN that its ratings favored Democrats in 214 seats and Republicans in 200, with 21 toss-ups. Most of those toss-up seats were held by Republicans, she said.
Those figures describe Cook's assessments ahead of the election. They are not seats already won or a guarantee of which party will control the House.
